Abstract

Over the past few years, the National Renewable Energy Laboratory, along with other Partners, has been working with the U. S. Agency for International Development's (USAID's) South Asia Regional Initiative for Energy Cooperation (SARI-E) to build capacity and improve the environment for grid-renewables and off-grid hybrid systems development in the region. The SARI-E program has the overall goal of promoting regional energy security through increased access to clean energy technologies and by opening markets for cross-border trade and investment (see www.sari-energy.org). This paper will describe NREL's strategic approach to supporting the goals of the SARI-E program, and will present a case study showing the application of this approach to the country of Sri Lanka. The paper concludes with a discussion on near-term follow-up activities.
