Currently the ranchers practice transhumance, irrigation, and grazing of public lands, a combination that nets them only small profits. Present and proposed policy changes by the BLM regarding the use of public lands, urban competition for water, and pressure for suburban development are likely to result in major changes in land use patterns for the valley in the next 20 yr. -Authors
