Abstract

I discuss the Chern-Simons non-abelian gauge theories in 3 dimensions from a perturbative point of view. It is found that the shift k → k + T(G) can be considered as a one-loop infrared effect taking place in the transition from the Wilson operator language to the background field formalism. This phenomenon has the same nature as the renormalization of the topological charge in four-dimensional Yang-Mills theories like QCD. It is shown that both effects are just proportional to each other with a trivial difference due to overall normalization factors.
