Abstract

To the Editor: Could Miles et al. (Oct. 8 issue)1 elaborate on the rationale in the Minnesota plan for taxing the providers of services, as opposed to either the population at large or the recipients of the services? I question the legality and constitutionality of such an approach. It would also be helpful to clarify the term “health care providers.” Does it include physicians, nurses, occupational therapists, physical therapists, and others commonly included in this group, or does this tax apply only to physicians?
