Abstract
The objective of this study is to formulate the questions as to the nature, the extent and the quality of information that is necessary for bare minimum management purposes, and that which is necessary for optimization. This deals with the search to establish cost of information and to balance this against the value of information. In an oversimplified model the groundwater management process is viewed as similar to a production process where the procurement of information is part of the initial capital investment and can be amortized and charged proportionally to each product unit. Review of the literature presented covers the groundwater management processes.
