Abstract

The hydroelectric facility owned by the City of Granite Falls, Minnesota, consisted of two Francis turbines supplying a total of 450 kW. The proposed addition of an 800 kW unit could only be justified if the cost was low, such as that of a fixed blade, fixed vane propeller turbine, and the new enlarged facility would be effective at peak loads. This, and other complications, resulted in an interesting and challenging operation scheme.
