Abstract

Bozeman (2007) argues that a society’s public values reflect a “shared normative consensus” concerning its members’ rights and entitlements, their obligations to each other and broader society, and the principles on which policies and rules governing society ought to be based. An example of shared normative values is the American Society of Public Administration’s (ASPA) Code of Ethics that includes, among other principles, the commitment to “promote democratic participation” (ASPA, 2013). Bozeman also notes that conceptions of public values in vibrant.
